Unfortunately, it's quite a way down the list and I've got a lot on at the moment!

The English Electric shunter behind it is an interesting beastie too.

The sheet metal work and motion is is easy enough, but there are quite a few castings needed, 3D prints would be the way to go with some parts.

Allow me to introduce you to Precision Scale: Precision Scale Company – Importer of Brass Model Trains! The 0 scale steam catalogue is about halfway down the page.

There are a couple of things that would need thinking aboutwhen building an S160; that boiler is not quite as simple a shape as it appears and there's a lot of work in building up detailed working bar frames. Nothing impossible, of course, and for a scratchbuilder with your experience it's probably just the right level of challenge to be interesting. That's certainly my feelings as a kit designer!

I'd forgotten about Precision Scale Steph, there are a lot of useful parts and components in that catalogue but is (correct me if I'm wrong) American O gauge 1/48 scale ?

Yep, Col, that's right, 1:48. On some that of the larger parts that difference to 7mm scale (1:43.5ish) might be noticeable, but in most cases I venture it'd just look slightly smaller and neater to use a US casting. I also don't doubt that if I was designing from scratch I wouldn't take that short cut!

I would use a lot of the general items like electrical and pipe fittings, clevis's etc. but when it comes to Westinghouse pumps etc, I'd want a proper 1:43.5 job.

The bar frames will be an interesting job :D

Yep, agreed. Things like the pump, reverser, tender trucks, smokebox door, backhead etc would look odd, I suspect, if they were underscale.

Don't forget that the EE class 11 shunters and 08 etc derivatives are a WW2 austerity design as well, turning out to be almost certainly the most successful austerity locomotive of the war. English Electric always wanted to add curves and a more streamlined look back when they could but most customers wanted the reliability and liked the functional look.

Malaysian Railways was one customer who were sold the EE 'styled' version.
