May be tricky depending upon the paint type and how long it has been left to dry and harden.

I'd be inclined to use a cotton wool bud (with the relevant solvent) for this as it will almost mimic cleaning by leaving the dirt in the hard to reach areas.

It wouldn't be unusual for a loco shed to have a favourite which was cleaner than the rest.

I did just that on my E1 Dave. The original rendition was, I felt, somewhat over done so I reduced the grime with solvent, cotton buds and a rag. Some cotton buds had to be squashed in the vice in order to reach some awkward places.
